The Early Childhood System
The issues and systems that impact our littlest people are many and varied. The star diagram shows the five program and service components of early childhood:
- Basic Needs, Economic Security, and Child Safety
- Social
- Emotional Health
- Physical Health
- Parenting Education and Family Support
- Early Care and Education

The ring around the star represents the infrastructure elements, or the working system necessary to sustain the efforts of the five program and service component areas.

This includes:
- Collaborative Governance
- Accountability, Results, and Standards
- Data and Information Systems
- Professional Development and Technical Assistance
- Parent and Community Engagement
- Public Will Building and Strategic Communication
- System Integration
- Policy-Maker Education
- Financing and Fund Development

The infrastructure elements are necessary to support and connect each program and service component to form a functional early childhood system. Each element must be informed by, and work in tandem with the others to be effective.
